What does it mean when a bulkhead starts leaning?

A leaning bulkhead almost always means the tie-backs anchoring it to the deadmen behind the wall have failed, or the soil holding those anchors has washed out. The lean is the symptom; the anchoring system behind the wall is where the repair happens.

What does it mean when a bulkhead starts leaning?

A wall that's leaning is still doing some of its job, which is why it's tempting to defer — but the lean typically progresses, and the repair gets more involved the longer the anchoring system goes unaddressed.

A small lean caught early is often a targeted tie-back repair; the same wall left through another season or two of tidal cycling and storm loading can progress to a point where a larger section of the wall needs rebuilding rather than just re-anchoring.

How tie-back systems fail

Tie-back rods and cables corrode in buried, saturated soil the same way exposed hardware corrodes in the air, just more slowly and less visibly — by the time a lean shows up at the wall, the tie-back has often been failing for a long time out of sight.

Connection points — where a tie-back meets the wall and where it meets the deadman — are the two spots most likely to fail first, since that's where the hardware sees concentrated stress and, often, dissimilar-metal contact.

Washout, weep holes, and what water is doing behind the wall

Washout happens when water finds a path through or under a wall without a filter layer to stop it, carrying soil out through weep holes or gaps and leaving a void behind the wall that eventually shows up as a sinkhole or depression in the yard above it.

The void is almost always larger than what's visible at the surface, since soil erodes outward from the escape point before the ground above it collapses to match. A depression in the lawn behind a bulkhead is a sign to have the wall assessed, not just the lawn regraded.

Missing or clogged weep holes are a common contributor — a wall built without enough drainage relief, or one where the weep holes have silted shut over time, traps water that would otherwise escape harmlessly, and that trapped water is what eventually finds an uncontrolled path out through the soil instead.

Bulkhead work and Critical Area permitting

Bulkhead repair beyond routine maintenance is typically reviewed under GP-25-ECS, the state's reconstruction general permit for non-oceanfront erosion control structures — available where the existing wall is still generally intact and functional, with a $250 fee and the same certified-mail and newspaper notice requirements as the equivalent dock permit.

Where the wall has failed more extensively, or where repair would change its alignment relative to the Critical Area line, a full Critical Area permit applies instead. We determine which category the job falls into as part of the initial assessment.

Repair sequence and what it disturbs

Repair typically sequences as: excavate to expose the failed tie-back or washout area, address the anchoring system or install new filter fabric and drainage, then backfill and restore grade. The disturbance is usually limited to a section of yard directly behind the affected run of wall, not the whole property.

Timeline depends on how much of the tie-back system needs replacing and how accessible that section of wall is — a run near a driveway or dock is faster to reach than one behind mature landscaping.
